Roofing in Concord, CA

Concord incorporated on August 1, 1948 with 1,373 residents counted in 1940. Ten years later it was 6,980. By 1960 it was 36,208, and by 1970 more than 85,000. Through the 1950s the city grew by better than seventeen percent a year, pushed by the GI Bill, the Concord Naval Weapons Station established in 1942, and good rail and highway access.

Almost nothing about roofing in Concord makes sense without that. The bulk of the housing went up inside twenty years, which means an enormous number of houses are hitting the same milestones at the same time. Roofs on the same street tend to be the same age, fail the same way, and come due in the same handful of seasons. It also means a lot of original decking is skip sheathing, the spaced boards laid to hold wood shake, with plywood added over it during a later re-roof. Whether your house has solid decking underneath is not something anyone can tell from the driveway, which is why our roof replacement estimates carry a per-sheet allowance for bad plywood instead of a cheerful silence.

Concord has three Eichler tracts, roughly 175 to 187 homes in total, the third largest concentration in the East Bay:

• Rancho del Diablo, 69 homes, 1964, designed by Claude Oakland and A. Quincy Jones
• Rancho de los Santos, 41 homes, 1965

Post-and-beam Eichler design means low-slope roofs, and a low-slope roof is a different system from the pitched shingle roofs around it. Water leaves it slowly, so the roof has to hold water out rather than shed it, and that puts the whole burden on a continuous surface, the perimeter detail, the drainage and every penetration through it. A ponding spot that never dries between storms will take out a coating long before the rest of the roof is tired. Many of these homes also have no attic at all, just tongue-and-groove decking under the roof, so there is no space above the ceiling for a leak to travel through quietly. When water shows up inside, it shows up close to where it came in, which actually makes leak tracing more honest work than it is on a conventional roof. Concord has a warm-summer Mediterranean climate. July averages run from 57 to 88 degrees, January from 39 to 57, with roughly 24 inches of rain a year. The record high is 113 degrees, set in September 2017.

That is not the Fremont bayside, and it shows up on the roof. Heat waves pushing past 100 degrees in August and September put a shingle roof through a daily expansion and contraction cycle that a fog-cooled roof never sees, and the south and west slopes always age first. It is also the exact condition that breaks down paint on roof metal. Ultraviolet light eats the binder out of ordinary spray paint, and what is left chalks off under your finger. Then the winter rain arrives and sits against the uphill side of every pipe collar. Between the two, a painted pipe flashing in Concord is usually streaking rust down the shingles by the third or fourth year, and the base of that pipe is where roofs most often leak.

Updated CAL FIRE Fire Hazard Severity Zone maps for Contra Costa County were released on February 24, 2025 and took effect July 10, 2025. In Concord the picture is split, and it is worth being precise about it rather than alarming everyone.

Most of the flat, built-out core of the city carries little or no Fire Hazard Severity Zone designation. The southern and southeastern hills, out toward Lime Ridge Open Space and the foothills below Mount Diablo, do carry High and Very High designations, and those trigger wildland urban interface standards that reach the roof covering and the vents. So a Class A assembly and ember-resistant detailing matter on a specific slice of Concord rather than citywide. Which side of that line your parcel sits on is something we check before quoting, not after.

Permits run through the Building Division at the City of Concord Permit Center, 1950 Parkside Drive. We pull the permit, we meet the inspector, and the number goes on your paperwork.

On layers, the California Residential Code prohibits a roof recover where the existing roof already has two or more applications of any type of roof covering. It also prohibits a recover over roofing that is water-soaked or deteriorated, and over slate, clay, cement or asbestos-cement tile. In plain terms: one existing layer may be recovered, two means a full tear-off. On houses of Concord's typical age we usually recommend the tear-off regardless, because the decking underneath is the part nobody has looked at in thirty years.

One thing we will not do is quote you a square-footage threshold for when a permit is required. Concord does not publish one that we could find, and the figures that circulate online are generic California numbers rather than Concord rules.
