A Short History of How San Mateo Got Built

San Mateo incorporated on September 3, 1894, by a vote of 150 to 25. Growth followed the Crystal Springs dam work, and the city's early neighborhoods came out of the breakup of four large estates: Parrott, Hayward, Borel and Howard. The dates are worth having, because they tell you what era of roof you are standing on.

  • San Mateo Park was carved from the William Davis Merry Howard estate, with roughly 400 acres slated for subdivision in 1896 and streets platted in 1903 by John McLaren, George Howard and Davenport Bromfield. It opened as San Mateo Park in 1902.
  • Hayward Park debuted in 1902 on the subdivided estate of Alvinza Hayward, whose 1880 Queen Anne house sat on about 800 acres.
  • Baywood came out of the Parrott estate in 1927, 375 acres, with half the lots sold in the first week.
  • Bay Meadows is the modern one. The racetrack closed in May 2008, redevelopment was approved the same year and construction started that September. The plan ran to about 1,171 residential units alongside office and retail, roughly 1,100 homes built, with final buildings still going up.

The city's historic survey identified around 200 historically significant structures. If your house is one of them, the roof conversation starts with what is allowed before it gets to what is available. What the Marine Climate Does to a San Mateo Roof

San Mateo gets roughly 20 inches of rain in a normal year, almost all of it between October and April, in a warm-summer Mediterranean pattern. The rest of the year is dry, and mornings on this side of the bay run cooler and damper than the inland valleys.

That damp is the part that matters. The same moisture works on roof metal. A painted pipe flashing whose surface never fully dries is a flashing that rusts along the collar seam, and that seam sits directly above the most common leak point on any shingle roof.

Permits and Inspections for a San Mateo Re-Roof

Permits run through the City of San Mateo Community Development Department, Building Division, at 330 West 20th Avenue, with online submittal through the city's self-service portal. We pull the permit and meet the inspector.

Two things we will not put a number on. The city's published permit-exemption list contains no roofing square-footage exemption, so we are not going to quote you a threshold that we cannot point at. And on layers, San Mateo adopts the state codes but we did not find a city re-roof handout confirming or amending them, so what we can tell you is the state rule: a recover is generally allowed over one existing layer, and a full tear-off is required where two or more layers exist, where the deck is water-soaked or deteriorated, or where the existing covering is wood shake. On San Mateo houses of estate-subdivision vintage we lean toward tear-off anyway, because the decking under a roof that old is the part nobody has inspected in decades. Design Review and Older San Mateo Homes

San Mateo's City Council adopted Single-Family Design Guidelines in 2001, and planning review is required for new two-story homes, substantial-removal rebuilds and most second-story additions. The Downtown Retail Core and Downtown Historic District Design Guidelines govern the retail core and the historic district, and Ordinance 2023-12 added objective design standards for multi-family and mixed-use projects.

For a straight re-roof this usually does not come into play, but on a house in the historic district, or on a project where the roof is part of a larger remodel, it can. If your roof work is tied to an addition, ask Planning about material and color restrictions before you pick a shingle rather than after. We would rather flag that early than have you fall in love with a product that does not clear review.

Stone-Coated Flashings on a San Mateo Roof

Each pipe jack, vent hood and exposed valley carries a fused coating of roofing granules, the same stone that surfaces a composition shingle, matched to the shingle color or custom blended for an unusual shade.

The reason it matters more here than in a hot dry inland town comes back to the morning damp. A film of spray paint on galvanized steel has a hard time holding on at the best of times, and a surface that is wet most mornings from spring into fall does not give it the best of times. The plates and valley metal are woven in under the shingle courses while the roof is being laid, and lifting brittle shingles on an older roof to work them in causes more damage than the finish is worth.
